New Chief Executive for CLC

The Council for Licensed Conveyancers (CLC) has announced today that it has appointed Sheila Kumar as its new Chief Executive. Sheila will take up her position in January 2013.

Sheila is a lawyer with an extensive background in regulation, most recently as Group Director of Regulation at the Equality and Human Rights Commission.

Having begun her career in private practice she had gone on to hold a number of senior roles in the public sector.

She led the team involved in the Clementi review, the independent review into regulation of the legal sector, as well as holding the Head of Competition and Head of Consumer Protection roles at the Ministry of Justice.

She then moved to the Law Society, where she was Director of Change, Delivery and Performance Excellence, developing the model for the separation of regulation from representation.

In her most recent role at the Equality and Human Rights Commission, Sheila led the development of the Commission as a modern regulatory body.

Commenting on her appointment, Anna Bradley, Chair of the CLC said: “We are delighted to have appointed Sheila as Chief Executive.  

“She brings with her a wealth of valuable and relevant expertise in policy and regulation.

“In particular, her strong operational experience in other regulatory bodies as well as her focus on consumer protection means that she is the ideal person to take the CLC forward as an innovative regulator in the legal services market.”

Sheila added: “Having worked in the legal and regulatory sectors for the majority of my career I have always been conscious of the important role the CLC occupies in championing consumer choice and the benefits of competition in the legal services market.

“Innovation driven by the CLC was a key input into the Clementi review. I am now looking forward to leading the CLC as it continues to work as an innovative outcomes-focused regulator in the new legal services environment and to working with staff, licensees, the Council and wider partners in the legal regulatory community.”

Sheila will take over from Interim Chief Executive June Mulroy and Anna Bradley added: “June has done a sterling job of leading the CLC over these past months. I know that Sheila will be coming into an organisation that is even stronger due to June’s stewardship.”
